Dwarka Expressway is running more than a decade behind schedule because of a series of legal cases. It was originally conceived by the Haryana government. NHAI took over the project only in 2017.
Oustees demand compensation as per 2015 policy, better known as the final terms of settlement. It states that Huda will compensate all oustees—registry holders, and holders of general and special power of attorney (GPA/SPA). Huda, however, has failed to compensate GPA and SPA oustees, and the matter is pending in the high court.
In March 2017, the high court had stayed the allotment of alternative plots to a group of oustees who had general power of attorney (GPA) and special power of attorney (SPA) for the land on which they had built houses.
The road is almost complete in Gurgaon, except at Kherki Daula and New Palam Vihar, relocation of houses coming in the way of the road has delayed the project.
The land owners are not willing to part with their plots for a compensation amount that is less than Rs 10 crore per acre, while Huda is not in a position to offer more than Rs 5 crore an acre.
A section of Dwarka expressway was incomplete in Kherki Daula due to delay in removal of structures, which had obstructed the connection of the expressway with NH-8.
This is good news for real estate companies that had invested over Rs 60,000 crore in residential and commercial projects along the 150-metre-wide roadway, but had been stymied by the reluctance of buyers due to lack of proper connectivity.
