Following the transfer of land by HSVP (Haryana Shahari Vikas Pradhikaran), earlier Huda, to NHAI (National Highways Authority of India), the construction of Dwarka Expressway is set to start by end of the month. Officials stated that the stretch from Mahipalpur on NH-8 to Kherki Daula is planned to be completed in four parts as a third segment of the road project.
The Prime Minister’s office (PMO) is likely to step in to escalate the process and resolve the issues of delays in the Dwarka expressway project. A senior official of the NHAI was quoted in the report saying that a meeting has been called on 21st November by the PMO to resolve the pending issues with regards to the Dwarka Expressway.
Union minister asked Delhi chief secretary to find a quick way to resolve issues related to getting permission from Delhi government to fell trees for the Dwarka Expressway project.
In the most recent development, Huda handed over a part of land, lying between Delhi and Gururam, to NHAI. However, its nearly 11 years on, there is still no clarity on when the project will be completed.
Haryana RERA – Gurugram bench has asked DTCP, Haryana, to withdraw the Completion Certificate (CC), or Occupation Certificate (OC), issued to projects that are yet to complete the development and has also asked to initiate an inquiry as to how such certificates have been procured fraudulently.
The NHAI initiated takeover of 25 hectares of land in a 1.25 km stretch (Dwarka Exp) between Delhi & Haryana where no public land was available, as it was necessary for construction of the 9.6 km Delhi stretch of 27.6 km long expressway.
Delhi Side Farm Houses are ordered to be demolished by NHAI for Dwarka Expressway National Highway. The land has to be cleared immediately for the national highway to complete within the projected time limit.
Dwarka Expressway was planned in 2006 and it was expected to be completed by 2010. After several missed deadlines, legal hassles and protests by plot owners, the Haryana Shahari Vikas Pradhikaran (HSVP) on Saturday said that it was ready to hand over the Dwarka Expressway carriageway project to National Highways Authority of India (NHAI). The NHAI will finish the project.
Sobha’s International City – an exclusive low density villa-only township, was featured on NDTV Prime exclusively and highlighted its benefits for the potential home buyers.
Preliminary investigation suggests that at least four GPA (general power of attorney) holders, whose properties were coming in the way of the expressway’s alignment, have been given alternative plots in Sector 110A by Huda
Dwarka Expressway is running more than a decade behind schedule because of a series of legal cases. It was originally conceived by the Haryana government. NHAI took over the project only in 2017.
Oustees demand compensation as per 2015 policy, better known as the final terms of settlement. It states that Huda will compensate all oustees—registry holders, and holders of general and special power of attorney (GPA/SPA). Huda, however, has failed to compensate GPA and SPA oustees, and the matter is pending in the high court.
In March 2017, the high court had stayed the allotment of alternative plots to a group of oustees who had general power of attorney (GPA) and special power of attorney (SPA) for the land on which they had built houses.
The road is almost complete in Gurgaon, except at Kherki Daula and New Palam Vihar, relocation of houses coming in the way of the road has delayed the project.
The land owners are not willing to part with their plots for a compensation amount that is less than Rs 10 crore per acre, while Huda is not in a position to offer more than Rs 5 crore an acre.
